Internet Party of Ukraine against gambling business


On April 1, 2010, Mainstream Communication & Consulting conducted a press conference for the Committee on Fighting Organized Crime and Corruption in Interfax Ukraine News Agency.

«Inspections in regions of the country have confirmed the upward trend in number of gambling establishments, despite the existing prohibition. Slot-machines are replaced with online casinos, which function but make no budget contributions. While big casinos continue operating due to inactivity of local government officials and law enforcement bodies,» informs the Head of the Committee on Fighting Organized Crime and Corruption Oleksiy Kosarev.

To handle the situation, the Committee jointly with the Internet Party of Ukraine (IPU) is developing legislative initiatives. These draft laws focus on fighting against Internet-casino, as well as creation of special gambling zones. Notably, they propose blocking payments by the banks in case of accounts’ settlement in Internet-casinos and introduction of punishment for those who play.

Leader of the Internet Party of Ukraine Dmitry Golubov notes that the official prohibition of gambling business in the country is not an obstacle to gambling establishments. On the contrary, it exempted them from paying taxes. By estimate after prohibition of the gambling business the number of gambling establishments increases by 20% monthly. «The country has lost hundreds of millions of dollars in taxes,» Mr. Golubov emphasized.

On July 7, 2005 he was arrested by Ukrainian Economic Crimes Department in Odessa and accused of creating and running the CarderPlanet website, one of the largest transnational internet-organizations, as well as theft of 11.4 million US dollars. Following four years of court proceedings, Solomensky Court of Kyiv declared him not guilty according to articles 200 part 2, 255 part 1, 190 part 4 for the lack of elements of crime in his actions.
